The "drop-off" consists of directions to a park where someone has hidden a large, empty cardboard box... that will vanish of its own accord as soon as someone tries to put something in. If the dolls are then taken back to Sans, he'll hold onto them and pass the reward on regardless; if the actual requester (a reputable business owner in an upscale part of town) is somehow tracked down instead, they will neither know anything about the box nor take the prospect of doll-related blackmail very well, so there'll be no reward in that case. Except the prospect of doll-related blackmail!
