Whether either group succeeds or fails is up to you guys! Remember, there can be multiple kidnappers that can be caught or who can escape, so if you want to have one group take down a perp, there certainly can be another one at large for another to take down. Likewise, multiple people can be kidnapped. A entire take-down of a syndicate would probably mean more coordination between the Tales of group and this one here. Think of it as if you're writing your own little story with all the creativity given.
