Usually players make an announcement (either on the OOC community or on plurk) asking for interest, or the player has their character make an IC post asking for other characters' interest in the task. With these two options, usually the player making the announcement organizes and makes the log. Alternatively, you can wait until others sign their character(s) up, and when they do you can contact them to organize a log.
