We didn't see a clear mention of her possessing the Dress of Heaven but we do not think that Illyasveil will have access to it during her stay in Empatheias regardless. We do not think it would work being brought into a game setting. In addition, we want to make sure that Illyasveil's command spells will only work on servants that are contracted to her.
