As for his abilities, it's best to see it in action (memory extraction: 1, 2, 3 / rewrite: 1, 2, 3, 4) so that it's easier to explain.
In the case of the latter, I'm fine with nulling the rewrite aspect of Kon's abilities due to the fact that they don't have an easy translation from data hacking and overwriting to an emp-friendly function, especially considering the closest alternative would be rewriting/forcing memories/emotions, and I'm sure that would cause some amount of discomfort if it were a thing. But when it comes to the memory extraction/viewing aspect, it has an easier translation due to the fact that it's not actually shown as being data-oriented in-series, whether it's Kon using it or Bonten. So I wouldn't really change much of how it would function in Empatheias compared to how it works in Amatsuki.
So say someone goes or went through something that they can't remember clearly, and they'd like to recall it so that they can properly experience it and get the maximum emotional response for it, or someone wants to show a memory to others around them so that they can share information during an important plot event. Kon would be able to extract the memory (with permission! there would definitely be an opt-in post and discussion prior) and view it/show it to others.
