I'll admit, canon gives very little about what she was like as a human, but can definitely give what I know and what I can imply from some things to help flesh her out some more. Fenrir herself has the more fleshed out personality, when she was Takako we have very little, which was why I chose the canon point I did.
About all that is clear is that she was a regular human teenager. From the one flashback we get, she seemed to be rather shy and quiet and definitely very lonely. It's heavily implied she has no family or friends or if she did, she was hurt by them, my interpretation is her family doesn't care much and she has no friends her age. Overall I got the impression of a very bookish introvert type who has trouble making friends because she's so shy and not very trusting. It's also mentioned that when she was the Pretear it seemed like she was fighting herself and her own fears. She's not exactly the bravest person ever, but she does gain courage due to the acceptance of the Leafe knights and how they treated her and how she felt that someone cared about her, her courage came from the feeling of belonging. A big theme in Pretear is about depression and Fenrir really is more of a symbolic representation of someone who has sunk to the point of being suicidal, because when Takako admitted to Hayate that she loved him and he rejected her and they were going to return to Leafenia she felt she was losing everything because they were the only people she had in her life who liked her and she'd go back to her miserable and depressing life. At that point she had sunk as low as anyone can go and she hated the fact that the world could allow a person to be that miserable and depressed. When she redeems herself in canon, that comes right after her chosen canon point when Sasame selflessly throws himself in front of an attack meant for her and dies protecting her. At that point she finally trusts him enough to accept his love for her and she becomes a human again with her selfless wish to do anything if she could just have Sasame back.
What she is hiding as Fenrir is what she used to be. Fenrir exudes confidence. She never gives any impression of being hurt or unhappy or that she wants anything but to destroy the world and kill Hayate. She acts like she is very much enjoying every second of being Fenrir when she really doesn't. She acts like she's enjoying their suffering and yet when given a chance to kill any of the Leafe knights, she always stops just short of actually killing them. Pretty much her words say one thing and her actions another and this makes her rather self-defeating because she had multiple chances to kill Himeno and all the knights and took none of them.
What she wants to be is her normal human self, but she also wants to not be alone. She wants people to care about her and to be able to trust them and not get hurt in the process. She just wants to stop being so miserable and unhappy. Again, very much like a person so depressed that they are suicidal in that they don't want to die but feel they have no choice. Fenrir doesn't want to destroy the world, but she feels she has no choice and there is no going back.
