1) There have been changes between the land masses, so flying would still be required. The distance between each land piece is considerable, about the distance of a small lake between each one, so if Obi-Wan can cover it then yes he can use it.

2) At this point the area has settled down, but there are still decent levels of negativity and flare ups. His calmness would definitely help keep things stable!
