Given that there are already native pickpockets/thieves around, in a way it wouldn't be that unusual, really. 200-500 sylvs isn't actually unreasonable assuming he's taking small amounts at a time, like say, maybe 25-50sylvs at most per target. Maybe less given the type they are.
