After some discussion and research, we have decided that Vegetto/Vegito is not appable. While he does have a personality of his own, he is the fusion of two of the series' most major characters and is essentially those two characters from a later canon point. This would render both Goku and Vegeta unappable, which we feel would be unfair to the cast as well as potential players.
