You are right in that threads started during the last week in the current month can be used for next month's activity, as long as most of the comments in that thread are made in the next month.
To give you a more concrete example, threads started between the 24th and the 30th of November are usable for December's activity, as long as more than half of the comments in the thread are made in December. However, if more than half of the comments were made in November, it would not count towards December activity. In addition to that, only the comments made in December would count towards the total amount needed—after all, that is the month we are checking activity for!
