State: | Development Report: The reason that I think Steven's development has been more neutral than anything else is because he hasn't had any major emotional outbreaks as of yet. There are still plenty of things on his mind that he needs to face - mainly the guilt that remains from his actions (or lack thereof) during the crises he faced back in Hoenn. He's been actively forming relationships that have the potential to become confidantes in time, but right now he's still fairly reserved and uncomfortable with bearing his emotions without reservation.
