This moment I have set myself to contact you regarding studying the large crystal that floats over this city. The gentleman Gordon Freeman informed me you are the one whom to address concerning matters. Pray forgive this unbiddem introduction. I am Victor S Court. My home, the Duchy of Eternia, houses a similar structure we call the Earth Crystal. I was charged with studying the means to unlock its use for humanity. Like yourself, I became quite the expert over the years. It could very well be I could be of help to you and the city should I be permitted to conduct independant research.
I am not forgetful that I cannot proceed without any sort of consent. I must write you a line or two and see if you would accept my support upon such an endeavour at this time. Upon my soul I cannot think of nothing more honorable than that.

OOC Questions: Victor's intending to do honest research, but his real intention is to uncover a means to bring Victoria into Verens. He's deluded, as evidenced from his canon point, and exhibits signs of instability. So if his work on the crystal comes out, more so when, or his role becomes known, I believe Edea wouldn't feel comfortable having Victor around the crystal. So she might say/do something depending on her player. Of course, anything drastic won't happen without approval and discussion. But if there's small scale stuff he can get away with for his 'true research' that can fly under the radar for a while, that'd be grand!
Also if there's anything you'd want to handwaive, please let me know. If Rebbekah would approach Edea or someone from Victor's world for a reference, feel free. It might be a good way to get the "hold up this isn't a good idea" thing out there. whatever works.

Hey Victor!! Sorry about the delay, but it's just CRAZY up here with Chrissie still not wanting to cooperate with us. She's a really stubborn crystal.
But what kind of research did you do back home and what ideas do you have in mind?
OOC: Rebbekah is more trusting of the Otherworlders than she probably should be (and probably gets yelled/lectured at a lot) so she would probably be okay with Victor doing some research, for better or worse. Fortunately, she really would have to do a background check because protocol and whatnot, so she may indeed have to contact those who know him.

Dear Rebbekah, it is certainly not unreasonable on your part to inquire of my research. My predecessor created the means of extracting the natural energy of a Crystal to intensify magic. I worked alongside him to draw on this energy for the benefit of the nation. Such as it was, we inherited the Earth Crystal in an unstable state. It had been overloaded by outside interests and part of our orders were to return it to a level of stability. When I rose to take control of the project, I focused on utilizing the Earth Crystal to enable people to live easier lives.
Among my creations are the White Magic Cables, conduits for healing waves emitted by the Earth Crystal that amplify the effect of what we call white magic. I designed them to drew upon the Crystal's energy and created a link between the Crystal and Eternia's medical facilities. I am quite honored that because of my work, the people of Eternia no longer have to worry about illness or disease. In effect, it led to the banishment of death by sickness.
My intention is to ascertain the stability of your structure. Such a precaution must be adopted. I am strongly driven by the idea to do justice to the people here, as towards those whom my research helped back home.

OOC: Excellent! I'm happy for him to get denied clearance depending on the reactions Tiz, Edea and Ringabel give, depending on whom Rebbekah asks. Edea and Ringabel know him best, really. Something worth noting; Victor's predecessor was his father, which he's deliberately omitting here. Edea/Ringabel would be aware of Vincent's involvement and could clarify.

Wow, a lot of that sounds REALLY interesting! I'm really curious to see how that kind of research and technology could adapt to our crystals and cores. But to not worry about illness or disease? That sounds too good to be true! Not that I'm doubting you, of course.
I'm definitely curious and would love to talk more with you in person. But protocols are protocols so, I'll need to get some checks done. The people are very sticky about things from Otherworlders, too, especially with recent happenings. Ugh, they're so close-minded!
Is there anyone I can talk to so I can get the paperwork out of the way?
OOC: We'll see how it goes! Even if he gets denied clearance, Rebbekah will probably want to talk to him anyway. And probably do other research things. Maybe not on the big crystal but something more miniature.

I must recommend that you seek the counsel of Alternis Dim. Among those present from my home, he is the best placed to offer an impartial account of my research upon the Earth Crystal. In the interests of fair admittance, I am infinitely obliged to reveal that Edea Lee and Tiz Arrior are connected to me, though I am unconvinced of their impartiality and expertise on this matter. I feel that they would let their judgment be clouded by personal bias.

OOC: Victor hasn't met Ringabel officially - because he's been masquerading to Victor as Alternis! Rebbekah could mention Alternis's name to Edea and Tiz if it doesn't crop up on the records. Victor might be put out at the denied clearance at first, but I think he'd enjoy something more relaxed, given his present state. And... that doesn't stop him trying to gain access another way? Cough. Cough.
