Welcome to the NPC mailbox. Characters are free to send letters to the various NPCs currently in charge of the city. All replies will also be written and sent via messenger bird. Replies may take a while as they are busy officials.

For Sergei and Ledwika, they will be much harder. Ledwika doesn't actually travel outside of the government offices too much. Her manor is within the same district, she takes a horse and carriage for her method of transportation, and while she does go around the city every so often to take a look and inspect things, it's never publicly announced and again, she usually just stays in the carriage. Sergei is always with her during these outings and for any important political talks. He's basically like her bodyguard but without needing to be at her side at all times. That is because Sergei has personally hand selected the best of the best for Ledwika.
Sergei himself follows a similar pattern in that he doesn't really travel much outside of his work. If not with Ledwika, he's with at the Enforcers HQ in his office working. A lot. He does go out to personally investigate matters if he feels that his officers cannot do it (which is actually more often than one might think) or it's an important matter. There are no bodyguards or any kind of security for himself because Sergei is his own guard. We haven't really had him display his true prowess, mostly as there have been either lack of need as well as time. But if Astor were to tail Sergei, he'd be able to follow for a little bit for Sergei would lose him. This could be because he actually noticed Astor or because he's just doing his normal routine of being careful in general (he's the "lone wolf" kind of guy).
So for those two, there's nothing much interesting other than learning more about their behavior/lifestyle.
REBEKKAH, however. She's easy. There aren't as much security detail on them and she just goes about wherever she wants whenever she wants however she wants. That said, she usually sticks by the Observatory for her research, and currently is just married to the giant crystal problem. Now her there may be an opportunity to learn something, so it kind of depends on what Astor is looking for or trying to find/do.

If anything, he may have to worry about Sergei catching onto him. He's not the head of Enforcers for nothing. Of course he's not perfect and it would probably take him a bit to realize something is amiss, but he'd note any odd activity, conversations, or questions. It wouldn't be the first time he or any of the other high end officials, especially Ledwika, would have been tailed/spied on/etc. either, so there would be preparations to handle anything too invasive like a break in. That said, it wouldn't be so much that Astor couldn't do it at all, but that it may be noticed afterward depending on how he goes about it.
In any case, Astor wouldn't find anything suspicious in their actions. He'd actually find both Sergei and Ledwika to have a pretty good record in not only shutting any corrupt officials and back end deals, but also tossing them out no matter what their position. Neither likes those kind and neither cares what kind of stature or rank the individual has. Sergei and Ledwika probably have competing file records for the number they've kicked out. Another interesting tidbit Astor might find is that Ledwika is very old and has held the position for quite a long time. Think of Queen Elizabeth II, only Ledwika actually has a very active role in politics and decision making. Sergei has also been in his position for a long time. Any recorded opposition against them (and there would have been several) would have lost to the outstanding approval both the population and the non-corrupt officials have of them.
Rebbekah also has nothing really going against her, although that's less about integrity and strong leadership and more of her rather optimistic and happy personality. She has no reason to take in favors or bribes, either.
