To Chief Ledwika Alers:
In regards to our numbers rising in regards to those of us who are not native to this city, I have come with a proposal. Many of us are capable of using artes, magic if you will, which could pose a danger to all of us. There is also the fact that there still appears to be apprehension between the two factions, which is understandable given the circumstances.
My proposal would be to find a way to create a system that would promote peace, but also create a law over those of us who are not of this world or dimension. While not disclosed to the masses here, I know the policies of running a country as I am king. Though before anything were to go through, I would like to request an audience with you to find a way to obtain peace and work in harmony. This would be in benefit for both the factions here.
Leadership is absolutely necessary for us and I would take the reigns on this. However, I also believe that your cooperation is necessary.

Your proposals are sound and I see no objection to them yet. In this proposed meeting, will you be speaking by yourself or will there be others? Should I be assuming you will be speaking on behalf of the community at large?
You also speak of taking the reins on this endeavor. Does this mean you have everyone's consent?

The question has been thrown around, however, there is no consent. The process in question that will likely happen will be a democracy, or at the very least a parliament system. I understand that other worlds are not accustomed to monarchies. That being said, I am still willing to take the reigns and unite the people until a proper system is set up, then the people can decide. This is for the benefit of everyone.
I can set up a way to contact those interested to come with me to speak with you. Having multiple representations would be beneficial and perhaps speak volumes for how those of us displaced feel. If there are any hostile intentions, I will immediately take care of it.

From one leader to another, I would suggest calling upon other representatives. Your ideals are in the right place, and as the months become busier and your population grows, having some sort of leader or council would appease many from my side as well.
I am also old and have enough to deal with my own people. I have no time for unnecessary conflicts that could be easily resolved amongst those who raise them.
Once you have taken these actions, contact me again and we will schedule a meeting.
